The Rockaway shuttle was originally part of a steam railroad called the New York, Woodhaven, and Rockaway Railroad on March 21, 1877 from Greenpoint to the Rockaways. On March 13, 1878 the terminal was changed to Hunters Point. There was also a connection between a now vanished Williamsburg Terminal on the line to the Rockaways from 1898 - 1917. When Williamsburg Terminal was phased out, Chambers Street took over as the terminal via the / elevated line 1913 - 1916. Once Penn Station was built, a direct connection between Penn and the Rockaways existed between 1911 - 1962.

Beginning in 1908 - 1909, this branch was elevated as part of the grade elimination program throughout Brooklyn and Queens at that time. The parts of this branch that are currently used were connected with the train June 28, 1956, while the abandoned section phased out due to low ridership and is still abandoned to this day.

In 1956, a new Rockaway shuttle was implemented once the remaining stub of the Fulton Street el was connected to the IND tracks of the subway station Euclid Ave. Additionally, these former LIRR tracks from the Rockaways were connected to the el. This service went from Euclid to Rockaway Park and Far Rockaway. It was later called the train from 11/26/1967 - 9/10/1972. In the late 1970s until 1986, this service was brought back once again. On 5/5/1986, the was renamed . In 1994, the was renamed , but cutback to Broad Channel as it still is today.

Hurricane Sandy devastated a lot of areas in November 2012. Many parts of the subway system were heavily damaged, particularly the Rockaway Shuttle near Broad Channel. While this was being rebuilt, a temporary train shuttle was instituted at the stations Beach 90th, Beach 67th, Beach 60th, Beach 44th, Beach 36th, Beach 25th, and Far Rockaway beginning 11/12/2012. Once the tracks and trestle were rebuilt, the and trains were restored in the area 5/30/2013 - present.
